However, as you noted, Bill Randall is not of the professional political class and like myself, an "ordinary" guy. I'm glad he contacted you and I hope he will walk back that previous statement. Whenever faced with two possibilities for a government action, with one being simple incompetency and the other being a complex conspiracy theory, it is always better to choose the simpler explanation.
