The story is that congress agreed to give away (or invest if you prefer) 700 billion in tax payer dollars to banks and financial institutions that have a proven track record of mismanagement without actually demanding that they not spend it on bonuses, parties, etc. Yes the N&amp;#38;O missed something, or simply chose not to correct it, but given its track record is it any surprise? The N&amp;#38;O also seems to be especially bad at money/financial/tax related matters, which might explain their own current situation.</description>
