I also agree that they should be able to do it with the appropriate motivation - to make Durham a better place to live for all her citizens. I also support your advice to the young men and would support it with an exclamation point if I knew what the meaning of "pyrrhic" was in the context of your last sentence and yes, I did use my dictionary...
